It is in fact a tugboat! They brought in a big crane on a barge. We didn't stay long enough to see how successful they were at retrieving it. The sad story is that the pilot mistook the markers in the water and, instead of navigating safely between the sandbank and a submerged rocky sea floor, ran into the rock. Locals were concerned with the potential for fuel spills, and the fact that insurance wouldn't cover the interior of the tug. No telling what will happen to the owner, the pilot, and the tug in the long run.
